The 13th zodiac sign you are questioning about is Ophiuchus (the Serpent Bearer). It was left out of the traditional 12-month calendar by the Babylonians thousands of years ago in order to neatly divide the zodiac into 12 equal parts.
The Earth actually passes through 13 constellations in the sky (the ecliptic) instead of 12. However, the Sun spends varying amounts of time in each constellation.
To make things match their 12-month, moon-based calendar, the Babylonians chose to ignore Ophiuchus and assigned 30 days to each of the 12 signs we use today.
